Haha, I've been discussing this on sennetari's LJ the past couple of daya, and in a nutshelll... not really. Or rather, only in the most general terms, in that they both behave arrogantly, except that even the ways in which that arrogance manifests are very different. And what lies beneath it is actually even more different.
But yeah, the most basic difference is that Tsukasa is a lot more human, he's shown to be fallible, and he's also shown to actually grow and learn from experience. Tendou... not so much. :D;;
The gist of how I see it is that Tendou really honestly believes he's god's gif to the world, and that he's pretty much better than anyone, ever, while in Tsukasa's case it seems to at least n part be Tsukasa putting on a front because he has trouble acknowledging his vulnerabilities. ANd also that Tendou is perfectly capable of behaving in social acceptable, polite ways, but chooses to ignore those behaviours when it suits him, sort of to make a specific point (usually to show someone up), while Tsukasa seems to... well, it's not that he doesnt' realize what is socially unacceptable, it's that he seems to not care because he appears never to have learned WHY people engage in social niceties and so by now he probably sees a lot of those behavioirs as unnecessary and maybe even hypocritical.
