Well technically there is not forced holiday, just Tuesday is what they call a facultative work day. Government organs and banks don't work, and if you run a private business you can choose to work or not. Most places choose not to because yeah, working versus beach, samba, beer, drugs, naked women, debauchery, enjoy your aids and teenage pregnancy, etc. And then they just slap Monday and Wednesday morning together because no one wants to stop partying to work on Monday, and Weds morning is for curing the hangover.
I personally hate carnaval, if it's not obvious enough. :D/
But a lot of places do work through the "holiday". I have class on Weds morning, and my shop was actually going to open today, they just decided not to at the last minute because the streets are too empty and it might be dangerous with all the really expensive bikes and stuff in there.
